Known simply as bond service, the policy was founded on a bargain: the state financed a medical education, and the young doctor repaid part of that public investment through a year of service in a government institution, local body or the armed forces. But the state now feels this policy designed to place doctors in underserved institutions has become a waiting room for doctors whose careers could not move forward.
